IMRPD ELECTIONS ON MAY 6, 2008



Recent District Developments
• On the advice of legal counsel the Board elected in 2006 instigated several changes in the way that the financial concerns of the District were handled. The attorneys recommended tighter controls than had previously been exercised
over financial matters. Some of the changes were:
• A professional Special District bookkeeper was employed to receive the District’s mail, set up a bookkeeping system, keep the books, and write the checks for signature of one or more Directors as needed.
• Regular Monthly Meetings of the Board of Directors are held to approve all of the monthly expenditures, review the District finances, and allow public voting on all matters. The business of the District goes on daily. Meetings every other month are not sufficient for all Directors to be informed on all of the activities of the Board and have a vote in all expenditures. If meetings are only held every other month, this invites e-mail and telephone decisions by the Board which are not legal. The current Board does not conduct business via e-mail and telephone. All Board discussions and voting are conducted at Board meetings where the public is encouraged to attend.
• The District has also set up a fully equipped office at the Office and Meeting Facility. Additionally, the District has hired an office worker to keep the office open on Saturday mornings for the convenience of the property owners in obtaining card keys, metal keys, and dealing with issues concerning the RV storage lot.
• The Board has undertaken the long overdue task of cleaning up the RV storage lot. A thorough inventory of the vehicles on the lot was undertaken and extreme efforts made to identify the owners of all of the vehicles on the lot.
Clearly some of the vehicles were abandoned on the lot many years ago. The 2008 budget includes funds that can be used for the removal of the unidentified vehicles and actual clean up of the lot. The District has also adopted a new annual contract that will allow tighter controls on the lot and give the District an immediate way to remove any unidentified vehicles on the lot. This clean up is a huge undertaking that has been needed for many years.
• A summer Town Hall meeting, (a special meeting of the Board), was held on June 30, 2007 to invite the concerns and suggestions of the property owners and to let owners know the District’s current activities and future plans.
• The By Laws changed to reflect some of the changes mentioned above and made into Policy for the Board.
• A financial audit by a Special District Auditing firm was conducted on the 2006 fiscal year. The activities of the current Board were approved.
• Issues surrounding the Indian Mountain Plan of Augmentation have been cleared up with close communication between Doc McKay, President of IMR&PD and Jim Campbell, President of Indian Mountain Corp. that manages the Indian Mountain Plan of Augmentation. Jim has stated that he has no plan to turn the Plan of Augmentation over to the IMR&PD Board or IMPOA. Management of the Plan will remain in the hands of professionals.
• The illegal use of “The Lodge” (Now the Office and Meeting Facility for IMMR&PD) as a rental unit has been stopped. The building was never legally rented as the facility was in violation of numerous Accommodation codes and was operated without regard for the legally required sanitation matters. The violations are too numerous and complex to correct and too expensive to maintain if they were in place. This facility can not be legally used as an overnight rental as it is. If the District wishes to get into the rental business, a facility meeting applicable codes and a method of operation providing proper sanitation would have to be invested in and provided for.
• The District has taken steps to see to it that Indian Mountain itself can be preserved for future generations to enjoy walking the trails and seeing the beautiful vista from the mountain top. As our beloved subdivision continues to be developed it becomes increasingly important to preserve this piece of natural beauty for all to enjoy. The current Board has unanimously endorsed a policy to prevent any further development on the mountain. If the District wants or needs other facilities in the future there are numerous other District owned properties that can be considered
Board Approves Revised Bylaws and more . . .
On March 21, 2008, the Board approved new Bylaws. These are a few of the highlights of the newly revised Bylaws: the District will maintain a business office and staff as needed to maintain the District records and facilities; no informal action by directors - all official business will be conducted at regular or special meetings; no member of a director’s family may receive compensation as an employee of the District under any circumstances; all directors are authorized to handle maintenance issues, thus eliminating the position of Operations Manager.
The Board approved a Motion to remove “Metropolitan” from its name. This in no way changes the services permitted under its Service Plan, but it will clear up any confusion people have about a “Metropolitan District”, something we are not. The District is now called Indian Mountain Recreation and Park District. Signage will proceed with the name change. The Board also approved protective Covenants for Indian Mountain Park, with the intent to preserve the pristine and natural environment for present and future generations to enjoy. There will be no additional structures built at the Park at this time. These covenants can only be changed by a 67% vote of Indian Mountain property owners.
The Latest on the Kiosk . . .
The Structure is complete, the bulletin boards installed and the power pole is standing, however more is left to do. In order to access the Kiosk, a culvert has been ordered and will be installed in the ditch making it easy to get to the information posted. Power has to be brought from the pole to the Kiosk and then the lighting can be installed. It won’t be much longer and our Kiosk will be totally functional and a nice addition to Indian Mountain.
From the Auxiliary . . .
The Board approved the establishment of an auxiliary whose responsibilities would be to plan events that all property owners can participate in. It is up to the Board to determine if the activities are within the guidelines of the District’s Service Plan and to approve the expenses of each event. The auxiliary is open to all property owners, not just a select few. The Auxiliary currently has a handful of people doing the planning for the entire community and would like to have a broader base of owners represented.
The Auxiliary would welcome any and all property owners to participate. There are many ways to be a part of the Auxiliary: join us at the initial planning meeting, email or call fellow members with your suggestions of events, volunteer to be available to help with the set up and/or breakdown of scheduled events, volunteer to donate door prizes and more.
Together, we become a stronger community inclusive of everyone.

The auxiliary is planning a Spring Picnic. Historically, the annual Picnics have been held on Memorial Day and Labor Day. As there are always many other activities going on around the 3 day holidays, we have decided to move the picnics to a Saturday that does not conflict with other planned events. Hopefully, this will enable more people to attend. The picnics have always been events where we gather to reconnect with our neighbors and meet new ones. Currently, the picnics are being held at the Jefferson Community Center. Update on the Rec Hall Grant
The grant proposal for matching funds for the Rec Hall is about 75% complete. Once completed, it will be submitted to DOLA (Division of Local Affairs) for consideration. If the District receives the grant, it will receive approximately $170,000, doubling the amount of money the District has earmarked for the Rec Hall. It will certainly mean more space with added amenities such as restrooms available to golfers, archers and those accessing the Burn Pit and RV Lot. Patience is required. It will be worth the wait! In the meantime, we will continue to use the Jefferson Community Center for our Spring Picnic.
Spring Picnic
Our annual Spring Picnic (formerly Memorial Day picnic) has been scheduled for Saturday, June 28, 2008 at the Jefferson Community Center.
Make your reservations early.
Doors open at 11:00 A.M. We will provide Hog Heaven’s heavenly Bar B Cue, beans, cole-slaw, potato salad, buns and drinks will be furnished by the District. We ask that you bring a salad/side dish if your last name starts with A-L, or dessert if M-Z to share with neighbors. There will be a drawing for Door Prizes. (If you would like to donate a door prize you think a neighbor would enjoy, please let us know when you call in your reservation.) To make your reservations, please call the District Office at 719.836.0657 and leave your name, number in your party and a phone number. You can also stop by the Office on a Saturday between 9:00 A.M. and 1:00 P.M. to sign up.

The Hot Water is Back !!
The boiler has been an ongoing problem for years. This December it decided to quit altogether. A new boiler was ordered immediately when the old one went out in December, but Bob Agosti was also authorized to get the old one working if at all possible while we were awaiting the new one. All attempts to make the old unit work again failed. As some of you may have experienced, the Comfort Station was without hot water from December until the end of February taking much longer to resolve than the District had anticipated. Bob did some research on our unit. He discovered some fatal flaws. After many conversations with the manufacturer on our behalf, Bob was able to persuade the manufacturer to replace the entire unit for no cost to the District, saving us about $7,000 - $9,000. This was really good news!
The not so good news was we were at the mercy of the manufacturer. We had no control over the time frame for delivery. It meant a long time without hot water. A very Special Thanks to Bob Agosti, Master Plumber and owner of IDS, Innovative Design Systems for the extra efforts he put into solving out hot water problems for what we hope will be a long, long time!

Property Owner Donates to Comfort Station
The Board would also like to thank property owner Bill Keating, owner of Keating Pipeworks, Inc., located in Arvada. You can find him at www.keatingpipeworks.com. He donated his time and materials to install new shower cartridges and shower heads for all the showers in the Comfort Station.

The Board of Directors of IMMR&PD voted to have the District audited for 2006. The Board is currently awaiting the results of that Audit.
An Affair of the Art
The art show at The Hut (the Indian Mountain Office and Meeting Facility) was a big success. A big thank you to all of the artists who participated!
Tee Up! August 18
For the Indian Mountain Pasture Golf enthusiasts we having a golf tournament on August 18th. at the Pasture Golf Course. Tee off at 9:30 am. Prizes will be awarded in several different categories. Hot dogs, chips, cookies and drinks will be served from 12:00 noon until 1:30 pm. Come on down and play a round of golf for fun and prizes.
Mushroom Foray is September 1st.
Meet at the lower parking lot by the Comfort Station at 10:00 am. This promises to be an educational and informative outing.
Labor Day Barbeque Luncheon
It is time to get your reservation for the annual Labor Day Barbeque Luncheon. Reservations are necessary to insure sufficient space and plenty of food for everyone. The District is providing beef, pork, chicken and links, beans, slaw, potato salad, sauce and buns. Guests will bring a desert or a side dish depending on the first letter of your last name. The luncheon will be held at the Jefferson Community Center. The doors will open at 11:00 am, lunch will be served from 12:00 until 2:00 pm. Come on down and get acquainted with your Indian Mountain neighbors.

IMMR&PD FLOAT WINS SECOND PLACE IN COMO AT THE PARADE
The IMMR&PD float won second place in the Como 4th. of July Parade. Thanks to everyone who helped make the float a success. David and Marilyn Whitcomb did a great job of decorating our float and throwing candy to the crowds. Steve Bargas, Charlie Dinges, and Ken Coffey solved the initial logistical problems for us. The float was designed and built by Judy Well, Art Reece, Glenda Reece, Liana Mattulich, Olivia Maruoka, Terri Huebner, Paul Taylor, Helen Taylor, Nancy and Bob Einarsen, Sage Einarsen, and Rusty Stalker. A good time was had by all and we have a giant second place ribbon to show for our efforts.

TOWN HALL MEETING WAS A BIG SUCCESS
We are pleased to say that the Town Hall Meeting of June 30th. was a big success. The meeting room was filled to capacity with a few folks standing at the doors. Thanks to everyone who attended. We will post photos and give a brief synopsis of the meeting in the near future on this website.

A Message from the President Concerning Indian Mountain's Plan of Augmentation
After reading the article on Indian Mountain’s Plan of Augmentation written by Glenn Haas, President of Indian Mountain Property Owner’s Association, a private corporation, (IMPOA), I thought it necessary to contact Jim Campbell who is responsible for the administration of the Indian Mountain Plan of Augmentation for Indian Mountain. Jim is also the owner of the property and reservoir that contains our Augmentation water. Jim has been a responsible steward of our Plan of Augmentation for over thirty years. Our conversation of June 7, 2007 was both pleasant and informative. A quote from Jim Campbell that I have permission to share with you is as follows,
“I have no interest in turning the Indian Mountain Plan of Augmentation over to IMPOA or Indian Mountain Metropolitan Recreation and Park District. I have had numerous meetings with the Upper South Platte Water Conservancy District and the Center of Colorado Water Conservancy District exploring methods of turning administration of the Indian Mountain Plan of Augmentation over to them.”
After months of investigation and numerous conversations with Jim, I am convinced that our Augmentation is being properly administered by Mr. Campbell and if there is a change in the administration of the Plan it will be in the care of a responsible organization such as the Upper South Platte Water Conservancy District.

Park County Clean Up Day for our area is July 21. If you own property and pay taxes in Park County you can avail yourself of this opportunity. You will need to show proof of ownership of property in Park County. A driver's license with a local address is great, but a utility bill showing your name and a Park County address will do too. You can take anything in any amount to the dump site except:
No household trash
No slash (take this to the Burn Pit instead)
No Haz Mat materials though you can bring an old refrigerator.
Get to the site by going through Fairplay on 285 and turning left to go to Hartsel on Highway 9. The dump site is about three miles down Hwy. 9 at the County's gravel pit. You can make as many trips as you like during the day.

The Comfort Station will be switched to the new card key system on June 30th. Card Keys that have been paid for will go into the mail as soon as possible after June 23rd. If you are a property owner and have not sent in your check for one of the new card keys you will be able to purchase one between 9 - 12:30 am on June 30th. at 1996 Chief Trail at the IMMR&PD Office (The Hut). There will be a two week grace period after installation to allow time for metal key holders to obtain a card key to the system. You can order one of the new electronic key cards. The Water Court Application found below is the original document filed with the Greeley Water Court.
The prior Board claimed that their quest for 30 -39 acre feet of water out from under our wells was a simple typographical error. Please read the actual application (in two documents below) and do the calculation on how many typographical errors would have to have been involved if that were true. The number is quite high. It would also have been ludicrous to put three acre feet of water on 7 -8 acre feet of pond area as stated in the application since that would be a pond that was less that six inches deep in an area with evaporation rates between 36 and 42 inches of water per year depending on who is being quoted. Further, once confronted the prior Board tried to get approval to do a five acre foot pond on two acres. Still ludicrous, since five acre feet of water on two acres would be a 30 inch deep pond in an area that evaporates considerably more water than that every year no matter who you ask.

There have been many recent additions to the Calendar. Check the Calendar Page for the Summer Socials.
We have managed to schedule a Star Gazing Event for July 20th. This will take place at the Meeting Facility (The Warming Hut) at 1996 Chief Trail. Refreshments will be provided by the District. 8:00 pm.
We also have scheduled a Mushroom Foray. Our leader is a Professor of Biochemistry/ We will be in good hands. This will be the Saturday of Labor Day weekend. Meet at the Picnic Pavilion at 10:00 am.
Our Art Show/Music Fest moved to August 11. This will be a one day /all day event showing the work of Indian Mountain Artists (10:00 am to 5:00 pm). Your work can be for sale on a contact the Artist basis. Plan to bring your instrument and come and play during the day.
Our Golf Tournament is scheduled for August 18. Show up and play golf for prizes. No entry fee required.

The Memorial Day Barbeque was a big success. Everyone had a good time with several nice door prizes given out. Some played games in the afternoon. A good time was had by all. We will have photos on the website soon. Many thanks from the District to everyone that helped make this event so successful. Bill and Ann Schneidewind, Paul and Helen Taylor, Judy Wells, Terri Huebner, Liana Mattulich and Olivia, Bob and Joyce Huntington, Chuck and Maggie Curtis, Virginia Chapman, Art and Glenda Reece, and Doc and Liz McKay. We will have photos taken at the event on the website soon.
All available reservations were taken, but we did have a few n0-shows. For the Labor Day Barbeque, if you have a reservation and find that you will be unable to attend, please call and cancel so that we do not have to turn people away.

A FULL MOON WALK IS SCHEDULED FOR JUNE 2, 2007. MEET AT THE OFFICE AND MEETING FACILITY AT 8:00 PM. June 2- Discover the wonders of hiking at night and watch the moon rise. Participate in activities (not strenuous) that show some of the wonderful adaptations that nocturnal plants & animals have and listen to some moon lore. Refreshments will be provided by the District.

The first social of the season, the Bear Aware/Ute Indian Program was a big success and well attended. Our thanks to Kirsten Springer for providing us all with such great programs. Photos will be posted on the website of this event in the near future.
Website work continues. Major changes have been made to the RV Storage Lot Page. The new District agreement has been posted to the site and contact information has been provided.
March 28, 2007 Announcement
Additions have been made to several of the website pages including the Calendar Page, Board Meeting Schedule and Board Meeting Minutes. More information will continue to be added as time permits.
There is information on the Calendar Page about the upcoming events in Indian Mountain including the Memorial Day Picnic on Monday, May 28th. at the Jefferson Community Center. Last year we filled the available space. Call and get your reservation early so that you can be included in the fun. IMMR&PD will provide the barbeque (including beef, port, chicken and sausage), potato salad, slaw, beans and sauce, buns and relishes. Bring a side dish if your last name is A-L and a desert if your last name begins in M-Z. We are accepting donations for door prizes. A door prize can be a product of your craft or art, something from your business or anything else that you think your Indian Mountain neighbors might enjoy having.
There will be a bingo game in Como on March 31 at 7:00 pm for the game and 6:00 for a Pot Luck. Check the Calendar page for the dates for Bingo for the balance of the year. Proceeds benefit the Como Civic Association which is involved in restoration of the Como Elementary School and the Como High School.

Help decorate the trees inside and outside of the historic buildings with
ornaments hand made by you. The tree lighting ceremony, hot dogs and cookies,
hot cider and hot chocolate and the arrival of Santa all start at 5pm
Our November 3 Chile/Soup dinner was a big success. Attendees enjoyed good food and good company. Our crowd was small compared to our Labor Day dinner, but that was expected on a cold fall evening. The food was delicious and the decorations warm and inviting thanks to Liana Mattulich and her daughter Olivia. Some people played games after dinner and some just visited with friends. There are some pictures of this event that will posted to this website as soon as the photos are available. We hope to have more of these dinners in the future.
The November 4 Moon Walk was canceled for lack of attendance. We will take this as our clue to wait for warmer weather before scheduling more outdoor events.
Our first Newsletter was mailed in October. This was the last Newsletter for the regular 2006 Newsletter year. Judy Wells, Newsletter editor, has changed the Newsletter schedule for the coming year. Our first issue for the new year will be mailed to you in December 2006. Judy believes that sending out our Newsletters in December, March, June and September will be advantageous to our readers and help with their planning. Thanks to Judy for the good job that she is doing as Editor.

Indian Mountain Property Owners are invited to a chili/soup dinner to be held on November 3, 2006 at the Jefferson Community Center.
We will gather at the Jefferson Community Center starting at 5:30 so that you can come straight from work if you like.
Dinner will be at 6:30
There will be games after dinner for those that choose to play.
The IMMR&PD Auxiliary met this past week and changed the plans for the November 3, 2006 dinner to be held at the Jefferson Community Center. The unanimous decision was to have a Chili Dinner. The District will provide red and green chili, vegetarian chili and Chicken soup all homemade by the Auxiliary members. Various relishes, condiments, cheese, crackers and drinks will also be provided. Guests will be asked to bring salads or deserts. There will be no charge, but Reservations will be necessary to insure plenty of food and plenty of space for everyone. to make your reservation. We do have to have a cut off date for Reservations to allow us to purchase sufficient food and get it prepared. Please make your reservation by October 29, 2006 and come and share a meal with us.

A new page with information about how to get the new combination to the Burn Pit has been added to this site. Burn Pit From this page you can download a form to fax to Jefferson-Como Fire Protection District in order to be given the combination to the lock on the Gate. You can drop by Station 5 and fill out a form if you go by while employees are there or you can download the form from this site or from the Jefferson-Como site and fax it to the Station at any time to (719) 836-3244 and the staff will call you with the Combination, or you can mail the form to Jefferson-Como Fire Protection District at:
Be aware that the combination to the lock on the Burn Pit gate will be changed from time to time. Only registered users will be given the new combination in advance of the change. Be sure and register to insure that you will receive notices of combination changes.
Photos of the new deck at the Lodge can be seen at the new page, The Lodge. The ADA ramp is in place. Work on the interior of the Lodge can now begin and the exterior of the Lodge can be painted.

September 23, 2006 Just as a Reminder: The Dump Station is now closed for the winter. To give you an update, The new deck on the Lodge is nearing completion. We will provide photos here when it is 100%. Painting has started on the Recreation Hall though power washing on one side of the building and painting were delayed because of the swallows and the Migratory Bird Protection Act. It seems the swallows like to build their nests under the eves on the North side of the Recreation Hall. Larry Bertin, the painting contractor, was asked to check the status of the birds with the Division of Wildlife when he was awarded the contract back in the summer. The story was that the swallows are not endangered nationally or with the state of Colorado, but the birds are protected by the Migratory Bird Protection Act while nesting. Larry had to put his plans of painting during the warm summer months on hold and wait for the swallows to depart. Now that the birds have left, painting has begun. The IMMR&PD Board is getting all of the outside work done in preparation for winter.

Taken late afternoon after the sun had been out all day on the snow.
For those of you who are far away I am happy to report that we got up to about 5 inches of snow this morning here in Indian Mountain. It was the fourth time that it has snowed in the past two weeks here. The other times have not been nearly so dramatic. I would say that the most snow that we have gotten before was about half an inch on Thursday of this past week. The other two times amounted to no accumulation at all and a light dusting at our location. It is a lovely picture with the yellow aspen leaves still on the trees.
A map of the Golf Course has been added to the Golf Course Page and a printable version of that map is available on that page as well.
September 12, 2006 Kirsten Springer reports seeing a bear at 2:30 this afternoon walking parallel to Chief Trail. Kirsten is our Bear Aware contact for the Division of Wildlife. She advises that this would be a good time to bring in your bird feeders until November to avoid unwanted contacts with hungry bears.
Judy Wells supplied us with photos to show that Fall has arrived in Indian Mountain.

We had great turnouts for all of the events on Labor Day weekend. The Bear Aware meeting on the morning of September 3rd. conducted by Kirsten Springer was great. We all learned something. Our photos from that event were destroyed by the computer, so if anyone took photos and would like to send a few in to be posted on the website, please do.
The evening of September 3rd. we had a great turnout for our star gazing event. Lisa Judd gave a great talk and showed us all some wonderful sights through her telescope. We saw the moon and its craters and other features of the night sky. The highlight of the evening was seeing the E.T. cluster!
Here are a couple of links that will give you an idea of what E.T. looks like in the sky. It was easy to see and identify the way the Lisa had it in her telescope.
I found this one photo that did not have a copyright associated with it. If you look at one of the links below it will show you a "map" of what you are seeing. Here is an outline that shows you where to look for E.T. on the other photo. It was not difficult at all to see E.T. as he was focused in the telescope.

The climax of the weekend was our Labor Day Event on Monday at the Jefferson Community Center. A big thanks to all who helped make it so wonderful. Some photos of the Event can be seen at LABOR DAY 2006 EVENT.

Jefferson-Como Fire Protection District has changed the combination to enter the Burn Pit. To get the new combination you will need to fill out a form at Jefferson-Como Fire Protection District Station # 5. You can pick up a form at Station # 5 or download a form from their website at http://www.jcfpd.org./burn_pitslash_pit.htm .
In October there will be a Harvest Moon and the Ute People Walk. The October walk will be Sat, Oct 7 at 5:30 pm. For additional information contact Kirsten Springer at 719-836-1543 or a gladhest@earthlink.net.
Make your reservations now the Labor Day Event on September 4th. Barbeque and Games 11:00 - 5:00 at the Jefferson Community Center. See notice below and on Calendar Page for additional information. The Wildflower Walk was a lot of fun and quite educational. Photos of this outing have been posted on the website at Wildflower Walk. We are trying to put together a mushroom field trip with an expert. Contact Kirsten if you are interested in attending at 836-1543.

The Minutes Page of the website has been activated with the Minutes from the first meeting of the new Board (from May).
Labor Day Event, Monday - September 4 th.
We are requiring reservations so that we will have plenty of food and plenty of room for everyone.
The Newsletter went into the mail last Tuesday. Many announcements were made about upcoming events. Please notice that the District is sponsoring a Labor Day Barbeque/Game Day at the Jefferson Community Center on September 4th. starting at 11:00 am. Barbeque, both beef and chicken, potato salad and slaw, beans, sauce, buns and drinks are being provided by the District. You will need to bring a side dish or a dessert. After lunch we will play games. The Barbeque is free, but you will need a reservation so that we will know how much to buy and because space is limited as always. Bring your dish and your game, dominoes or cards and plan for a fun day. If you do not know how to play we will teach you.
